A Modest Proposal to Improve Accountability of Government
A major Cause of the poor Level of Government Services is the scant Awareness of their Operation on the part of those Ministers of the Crown who have the Responsibility for how they are run.
I propose that at regular intervals, on at least two Occasions per Annum, each Minister be questioned by a Panel selected from the Users of the Services of their Department, in a Session open to the Public. This would ensure the Ministers remain always aware of how their Department executes its Responsibilities.
Suggestions for Improvement should also be solicited from the Public, from those who use the Services, and from those who carry out the work itself, and reviewed at least once per Year. The Minister should be accountable for his Responses before the Panel of Users, as well as before Committees of Parliament.
